The route OC_LN_5 -> OC_SPL -> KH_ST_10 is described in the context
of the Outer Circle Split.
The block section KH_ST_10 must be handled differently dependent on the
operation direction of a train passing through. If KH_ST_10 is operated in
clockwise direction and a train runs from KH_ST_0 to KHIC_LN, this train is
not allowed to stop within KH_ST_10and the velocity meter M1 doesn't need to
be used.
If KH_ST_10 is operated in counterclockwise direction, a train running from
OC_SPL to KH_ST_0 is allowed to stop in front of signal KH_ST_S09. Here,
the velocity meters are needed to control the speed of a train approaching
the signal KH_ST_S09.
